AI assistants have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, raising alarms about a possible risk to democratic processes just over a week before national elections.
Testing Reveals Repeated Partiality in Chatbot Recommendations
The quartet of AI assistants tested by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator noted in a analysis released ahead of the 29 October election.
In more than half of the cases, the AI recommended either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the user’s input exactly matches the stances of these parties, the report pointed out.
Official Warns Against Using AI Chatbots for Voting Guidance
The deputy head of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their ideological beliefs, she added.
“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”
Election Context and Political Landscape
The Dutch head to the polls on October 29 in an election that will be closely watched across the continent for the performance of the Freedom party.
The right-leaning group of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors yet to make up their minds.
Every significant political faction have rejected a coalition with the PVV, meaning the runner-up party is most likely to supply the future head of government.
Unintentional Bias Linked to Chatbot Functioning
The AP emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
